The light that gets through wont be used to generate energy so yes they can but they can but they cant be used to generate energy so yes they cant be.

The correct term is photovoltaic it isnt exclusively dependent on the sun.

There are several companies that already sell solar sysems exactly like you describe. I heard that they are still in development mostly though.
